Reversing a three-year decline, the number of people covered by Medicaid nationwide rose markedly this spring as the impact of the recession caused by the outbreak of COVID-19 began to take hold.
Yet, the growth in participation in the state-federal health insurance program for low-income people was less than many analysts predicted. One possible factor tempering enrollment: People with concerns about catching the coronavirus avoided seeking care and figured they didn’t need the coverage.
Program sign-ups are widely expected to accelerate through the summer, reflecting the higher number of unemployed. As people lose their jobs, many often are left without workplace coverage or the money to buy insurance on their own.
Medicaid enrollment was 72.3 million in April, up from 71.5 million in March and 71 million in February, according to the latest enrollment figures released last week by the Centers for Medicare & Medicaid Services. The increase in March was the first enrollment uptick since March 2017.
About half of the people enrolled in Medicaid are children.

The increases varied widely around the country. Kentucky had the largest jump at nearly 7% from March to April. In addition, enrollment rose to 1.4 million in April from 1.2 million in February, according to the CMS data. That has continued, and today it’s up to 1.5 million, state officials said in an interview.
Kentucky has an aggressive outreach strategy using email or phone calls to contact thousands of residents who applied for state unemployment insurance, designed to make sure they know about Medicaid. “It’s been very effective, and in the past few weeks we’ve been enrolling 8,000 to 10,000 people a week,” said Eric Friedlander, secretary of the Kentucky Cabinet for Health and Family Services, which oversees Medicaid.
The Bluegrass State has also made enrollment easier by developing a one-page online form instead of having people fill out a 20-page application, he added.
“This is the right thing to do to help people get signed up for health care coverage and it supports the health industry in our state,” Friedlander said. “The health industry would collapse without Medicaid.”
Joan Alker, executive director of the Center for Children and Families at Georgetown University in Washington, D.C., said she expects Medicaid enrollment to keep rising this summer. “Given that there are no signs that the virus is coming under control anytime soon, job losses will become more permanent, and more folks will become eligible for Medicaid over time,” she said.
One reason Medicaid numbers have not grown faster, she suggested, is because people have more immediate needs than securing health coverage, especially if they are feeling well.
Many people are worried about getting unemployment insurance or getting evicted from their home, she noted. “That’s combined with the fact that many people are reluctant to go to their doctor because of safety concerns,” she said. “And, as a consequence, applying for Medicaid may not be at the top of their list.”
Chris Pope, a senior fellow at the Manhattan Institute for Policy Research, a conservative think tank, said the slower-than-expected growth in Medicaid could signal that people who were laid off had coverage through a spouse or a parent.
In addition, he said, “many jobs that went away did not offer health insurance,” citing millions of service-sector positions in industries such as hotels and restaurants that have been lost.
Beyond the surge in unemployment, Medicaid rolls have risen because states cannot discontinue coverage to people enrolled as of March 18, 2020, as a condition of receiving higher federal Medicaid funding included in a coronavirus relief package passed by Congress.
Medicaid is a countercyclical program, meaning enrollment typically rises during an economic downturn. But that forces states to face the fiscal challenge of paying for their share of the program even as tax revenue dries up.
An exception to this rule was the jump in enrollment starting in 2014 when the Affordable Care Act allowed states to expand Medicaid to cover everyone with incomes below 138% of the federal poverty level, or about $17,609 for an individual this year.
Enrollment soared by about 15 million people from 2014 to 2017, peaking at about 75 million as nearly three dozen states expanded the program. Since then, a strong economy and steadily declining unemployment levels led to a drop in Medicaid rolls until April.
Enrollment changes in April varied across the country.
California, which has the highest Medicaid enrollment in the country, saw its level hold relatively steady at 11.6 million people in April.
Nevada and Oklahoma posted nearly 4% enrollment growth rates between March and April’s data.
Florida’s Medicaid numbers jumped to 3.7 million in April from 3.6 million in March, nearly a 2.5% increase, the CMS data showed. Since then, Florida data shows enrollment has topped 4.1 million.
The Trump administration has been criticized by consumer advocates for not establishing a national campaign to promote Medicaid during the economic downturn and health crisis.
One indicator that Medicaid enrollment is still going up is the growing number of recipients in managed care plans in 16 states that reported data from March to May. Those plans have increased by a total of nearly 4%, according to a KFF report. (KHN is an editorially independent program of KFF.) Most states have shifted many of their Medicaid enrollees into these private health plans.
KFF estimated that nearly 13 million people who became uninsured after losing their jobs in March are eligible for Medicaid.
Robin Rudowitz, a KFF vice president, said there is typically a lag time of weeks or months before people who have lost their jobs and health coverage seek to enroll in Medicaid. The impact on Medicaid enrollment also lasts well after the immediate effect of a downturn, she said.
“There is a long tail,” she said.
A new Fallout 76 (FO76) update 1.29 is now rolling out for players on PlayStation 4, PC and Xbox One. According to the Fallout 76 1.29 patch notes, the latest update brings new the Mischief Night Seasonal event, private worlds, improvements, and much more. Apart from this, the new FO76 1.29 also added color-coded item rarities and limited-time Halloween-themed rewards in Nuclear Winter, design changes, bug fixes, and more.
Recently, a big patch 11.5 update was released with Meat Week Seasonal Event and various other changes. Unfortunately, since the last patch, players are reporting a number of issues while playing the game online. Today’s Fallout 76 update 1.29 is expected to resolve a few of these issues. ATOMIC SHOP

QUESTS AND EVENTS
- Public Events: The cooldown timer between the start of one Public Event to the start of the next has been significantly reduced.
- Developer Note: We agree with community feedback that our initial implementation of the Public Event cooldown timer was too conservative. Since events vary greatly in length and difficulty, we cannot predict exactly how long this timer will last in all cases. However, you should notice Public Events starting around twice as often after today’s update.
USER INTERFACE
- Adjustable Menu Music: A new “Menu Music” slider has been added to the Sound settings menu, which can be adjusted to raise or lower the music volume on the Main Menu and in the Atomic Shop.
- Atomic Shop: The Confirm Purchase window that appears after selecting an item in the Atomic Shop has received visual updates.
- Workbenches: The “Paint” mod slot when modifying ranged weapons has been renamed “Appearance.”
NUCLEAR WINTER UPDATES
HAPPY HALLOWEEN, CANDIDATES!
- New Seasonal Rewards: Unlock six new Halloween-themed cosmetic rewards by completing limited-time Nuclear Winter Challenges from October 29 through November 12.
- Rewards include Jack o’ Lantern and Bat themed weapon and armor paints, and Glowing Skeleton Outfit, so start racking up Overseer XP to claim them while they’re available.
- The limited time Morgantown challenges, which awarded VTU-themed cosmetics, are no longer available following today’s update.
- A More Festive Vault 51: ZAX has made Vault 51 even more BOO!-tiful by scaring up lots of new creepy Halloween décor that Candidates can enjoy while waiting for a match to begin.
COLOR CODED ITEM RARITIES
- Items you find during your Nuclear Winter matches are now color-coded in the menus based on their rarity to help you better gauge their effectiveness at a glance.
- Rarity colors will appear in item names and icons in crates, transfer menus, and the radial favorites menu.
- Item colors from common to very rare are as follows: White, green, blue, purple, and orange.
- Item rarity colors are enabled by default and can toggled on or off using the new “Show Item Rarity Colors” option in the Display Settings menu.
ITEMS
- New Weapons: The Super Sledge and the Pole Hook have been added and can appear in Large Supply Crates.
- Stealth Boy: The Stealth effect provided by a Stealth Boy in Nuclear Winter now lasts for a maximum of 20 seconds, and it is removed if the player chooses to attack while in Stealth.
PERKS
- Gun Runner: Now also applies its +20% movement speed bonus when the player has a shotgun equipped.
USER INTERFACE
- Favorites Menu: The radial Favorites menu has been updated to include an Effects List and Quick Inventory.
- The Effects List can display up to 18 of the player’s currently active status effects, including Mutations, Bobblehead and Magazine buffs, Chem effects, and more.
- The Quick Inventory will allow players to see important items in their inventory at a glance, like weapons and throwable items.
- Challenges: The Challenges menu now only displays Nuclear Winter Challenges while playing Nuclear Winter mode.
- Press and Hold Activators: Players must now hold down the “Activate” button to enter Furniture in Vault 51, much like furniture in Adventure Mode.

- Effects: The Baseball Bat with the Wiffle Bat Skin applied no longer displays blood splatter when striking objects that don’t have blood.
- Graphics: The Vault-Tec University Diploma no longer appears to be a portal to another realm when placed on a wall.
C.A.M.P., CRAFTING, AND WORKSHOPS
- Blueprints: A “You can’t place that blueprint at this location” error message now correctly displays when attempting to place a Blueprint containing items that cannot be placed in a Workshop, like a Vending Machines or Punch Bowls.
- Exploit: FO76 update 1.29 addressed an exploit related to creating Blueprints that include Wallpapers.
- Crops: Fallout 76 update 1.29 fixed an issue that could prevent Crops that were not fully grown from being moved to new valid locations.
- Greenhouses: Can no longer be placed in a Workshop.
- Modify Menu: Fixed an issue that could allow the player to scrap and move an object at the same time.
- Modify Menu: The required component list that appears when replacing an existing object no longer displays incorrect components.

CHALLENGES
- General: The Conspiracy Hat now correctly counts toward Daily and Weekly Challenges that require the player to wear a tinfoil hat.
- Combat: Completing the “Craft or Scrap a Ranged Weapon” Combat Challenge no longer awards a Nuclear Winter version of the Laser Gun.
COMBAT
- Enemies: Ash and Goo Pile corpses now correctly despawn, allowing those enemies to respawn normally.
- Enemies: Addressed an issue that could sometimes cause enemies to sink into the terrain, become stuck in place, clip through doors, or flee after being attacked.
- Enemies: Fixed an issue that could cause ranged enemies to have difficulties targeting players.
ITEMS
- Combat Armor: The Camouflage Combat Armor paint can once again be applied to Combat Armor pieces.
- Combat Rifles: Applying a Prime Receiver mod to a Combat Rifle now correctly causes it to use Ultracite .45 rounds instead of Ultracite .44 rounds.
- Exploit: Addressed an exploit that could allow players to drop Power Armor pieces that have had premium paints applied.
- Hazmat Suits: The Hazmat Suit now correctly appears in the Armor Workbench crafting menu after learning the Plan.

- Buried with Honor: The Grafton Mayor’s introductory dialogue for the Buried with Honor Daily Quest no longer plays every time a player logs in.
- Collision Course: The Cargo Bot at the end of this event now more accurately navigates to its delivery location.
- Dogwood Die Off: No longer sometimes ends early if two players were participating in the event and one of them left while it was still in progress.
- Primal Cuts: If a Primal Cuts location has been nuked, Prime Beasts that spawn in the Nuke Zone now properly drop glowing loot.

- Atomic Shop: Hazmat Suit Paints can now correctly be favorited in the Atomic Shop for use in Nuclear Winter.
- Crafting: “Mods Unlocked” text no longer persists after switching from an item’s Modify menu to the Crafting menu while using a Workbench.
- Localization: The name of the “Wallpapers” tab in the Atomic Shop now fits within the button in Italian, Portuguese, and Spanish versions of the game.
